This was very technical for someone just starting. I want to better understand the declarative nature of the Apps for IT, Security and HR and also understand versions such as London and how that affects SAAS or a PAAS from a a licensing/role function. 

I understand that Synching a CI can take place. I want better under stand the how. I there a lab version could try these. I understand that these are designed to create a better experience for user and reduce the amount of steps to do this. I am trying to reduce the high level in understanding and better under how it will be done and where. If if will require customization or what  best practices are from the documentation can be applied out of the box.
