How to make the work notes of Knowledge Feedback Task visible and editable?

Hi Experts,

It seems that only members of the Ownership Group OR assigned user OR admin can update or see the work notes. I want the work notes should be visible and editable like Incident, where anyone is able to add notes to the task, as long as the task is open.

Notes: I have checked the OOTB acls and client side validation as well. there are two acls on table.work_notes and two on task.work_notes. after deactivating those two still the work note is not visible for non-admin user.

Table Knowledge_feedback_task is extented from task table and I want the OOTB should work.
