Dear all,
I am new to service now and i am confused on the 2 different portals which are available :
- The instance portal
- The Service portal
What is the goal of the Service portal compare to the instance access ?

Okay, so you probably refer to the ServiceNow home, this is not a portal.
The Service Portal is designed for the end-users access, the "instance portal" should be used only for users with itil or admin role, like administrators or developers of your instance.
This is the main difference.

could you please better clarify what is instance portal for you? where did you find this name?

I call instance portal the url to access my dev service now instance or Prod instance
