Require to make assigned to mandatory

Dear All,
I am new to servicenow platform.
We have a requirement to make assigned to mandatory while resolving the incident. Presently when I click on resolve button it only asks resolution code and resolution notes as only mandatory field. We are able to resolve the incident without assigned to.
Please suggest how to restrict it.

Out of the box there is a Data Policy - Make close info mandatory when resolved or closed
Just add Assigned to the Data Policy Rules of the Data Policy mentioned

Hi Michael,
I have updated the data policy but it is nor restricting incident to get it closed rather it is just showing error message and simultaneosly resolving the incident also. PFB the screenshot of the Data policy as well as test incident raised-
