Sure you , normally you use something like AD to populate your user base in ServiceNow.If you can provide an other source to populate by importing data, you can setup your SSO (Okta) provider to match to a specifc field for the SSO authorization.

Hi @adam rauhyour parent information should be visible on the incident record. On the request level you should add the related list.
