On each property linked within the System Property Category page, you mist update the Read and Write list collector fields with the roles that should have access to it.
Don't remove the DELETE ACL.
Instead, you should set the "Advanced" checkbox to true, and then just set it to false in the script field. (also uncheck the "admin override" if appropriate for your requirements.)
We've experienced an issue where the query for the email runs too quickly, and comes up empty because it hasn't been generated yet.
