I had come across similar scenario before but not remembering what action we took. You can try setting up install condition of the software model to exclude them but not sure if there is a better option that this.

@Elizabeth Hemon @rznesq This is official workaround from ServiceNow listed in one of flow designer platform academy sessions. So I assume no impacts and it has been working for me since some time.
