We do not use our ESS portal and would like to 'turn it off' so no one can access it. How could I accomplish that?
Are you referring to the CMS "ess" site? If so there is an active attribute you can set to false and it will no longer work. I just tested this in my Istanbul instance. After inactivating it, when you attempt to hit that URL it will redirect to the normal URL.

There is an Active flag/Boolean on the Content Management > Sites table (assuming you're using CMS portal). Not sure if there is an equivalent for Service Portal.
You can turn if off from application navigation menu.
