    I'm looking at my new ServiceNow instance, and I can't see the icons. Also I can't select any of the plugins in the Plugin Menu.

      The four icons at the right end of the Banner Frame are not there, and the filter, box, star, and clock icons are missing from the top of the Application Navigator.  If I click where an icon should be, I get the functionality--it's just that the icons are not visible.  This extends down into internal menus, where direction carets are missing as well as the solid dots that indicate a radio button selection.  I don't know that any option I click on  has actually been selected.
