I am trying to figure out how to use orchestration activities to create an Office 365 exchange account. I can create an account in the on-premise exchange system, but it then needs to be moved to Office 365 via the GUI. Looking to figure out how we can just create the Office 365 exchange account via Orchestration and the midserver.

The documentation says that the Exchange activity pack cannot be used to manage Exchange Online.
So, what I'd probably do is try to use the Azure AD activity pack to assign an Exchange online license to a user, this should automatically create the mailbox for them per: Create user mailboxes in Exchange Online: Exchange Online Help
If that didn't work, I might try running the new-mailbox powershell commandlet activity using the MID server:
