Check if your notification is set to not send to an event creator.
Check user email preferences. Does he have a correct email and didn't unsubscribe from those notifications.
This is not for specific user issue , Its for all global users ... Any person who have part of group , if he raise any incident and assign to his team group
He not getting that mail notification but rest of all other receive
Hm... I would check if 'when to send' is set correctly then and if it uses an event, that it's triggered.
