No I think your misunderstand the question.
I want to know how to activate the sp page in dev to eventually replace my ess in live. I don’t want to run any in parallel.
Robert's advice still stands. The Service Portal is NOT a replacement for ESS because the two do not function the same.
You will find things that do not work on the portal which you had working on ESS and it will take time to update all of your record producers, catalog items etc to function properly on the portal. You will need to design and theme it and create decent widget instances. It is not a quick win which you can switch on and go.
Suggest you read the documentation thoroughly to get to grips with it BEFORE you attempt to switch it on.
you need to activate service portal plugin.
You will have to create SP pages, widgets and relate dependent objects ( liek CSS files)to move your ESS page to service portal pages.
Everything in service portal revolves around widgets. You will have to add your logic in widget scripts.
