The portal that you have pictured is the ServiceNow provided Service Management portal, which is using the older CMS and not Service Portal. To activate it you'll need the different Service Management apps for the departments you see, which are each their own plugin. Additionally, you'll need the CMS Service Management Core CMS plugin and the CMS plugins for each Service Management app.
If you want to do something similar with the Service Portal you'll have to build your own pages to accommodate some of the nuances of this setup, but you would be able to use many of the ServiceNow provided widgets.
